Jeff Terrill

President, EXOS Works

Jeff Terrill joined EXOS in 2013 as the president of EXOS Works business pioneering human performance in the corporate and community environments. He's responsible for developing a sustainable growth strategy, leading operations to scale efficiently to support accelerated adoption of these unique capabilities through the development of new distribution channels expanding the global footprint of the customer base.

Prior to joining EXOS, Terrill worked as president of Cigna’s Emerging Markets segment where the company's health services solutions were distributed through a wholesale channel of independent third party payers and through a direct channel under the Allegiance TPA brand. The combination of these two channels expanded Cigna's reach to 20 million members and Terrill lead the development and execution of a high-growth strategy producing record-setting membership and earnings growth and became the fastest growing U.S. business segment for Cigna.

During his time at Cigna before taking over as president of Cigna's Emerging Market's segment, he served in other leadership roles including:

  • Regional vice president of Cigna's West Region where under Terrill’s leadership the business experienced over six years an 11 percent compound annual growth rate in membership reaching 1.6 million members and annual earnings reached $222 million. During this role, Terrill was also given the additional responsibility of leading the development of Cigna's national growth strategy for the 50-200 employee segment leading to the company’s 2008 acquisition of Great West Healthcare and the formation of the company's Select Segment.
  • President and general manager of the Arizona markets where he was accountable for the health plan’s growth, quality, service, and profitability performance which included Cigna Medical Group, a Phoenix-based, 200-plus physician multispecialty medical group practice. Under Terrill’s leadership, membership grew to 700,000 and the health plan became Arizona’s first to achieve excellent National Committee for Quality Insurance accreditation status. Terrill also created the strategy to develop Cigna's presence in Nevada through the acquisition of Managed Care Consultants Inc., which subsequently became the company’s leading organic growth market capturing the number two market share position in 18 months.

From 1996 to 2000, Terrill served as president and CEO of Scottsdale Pho Inc. leading a vertically integrated health care delivery system representing 500 community based physicians and Scottsdale Healthcare. In this role, Terrill lead the development of a turn around strategy and established end-to-end infrastructure that achieved considerable growth in enrolled members (over 100,000), total revenue (over 300 percent), revenue per unit (over 35 percent) and accumulated a $20 million surplus.

Previous to Scottsdale Pho Inc., Terrill worked at Aetna Life and Casualty graduating Group School with Health and Welfare benefits certification and licensure. After completing several sales assignments with national production awards, he completed a series of rotational assignments including director of marketing and sales support, director of network management for Aetna’s Midwest Markets, vice president of Aetna’s Central Region Health Services, and chief operating officer for Aetna Health Plans of the Southwest.

He's actively engaged in the Phoenix community and serves as a director on the board of Boys and Girls Club of Metropolitan Phoenix and is vice chair of the UMOM New Day Center Patron Group. He also previously served as director of NightHawk Radiology Holdings Inc., director of QCSI Inc., and as an advisory board member for Intelliclaim Inc. and Adesso Specialty Services Inc.

Terrill graduated from the University of Colorado with a bachelor of science and business degree.
